siendo esta \u00faltima la que reform\u00f3 el C\u00f3digo del Trabajo e incluy\u00f3 como <span style=\"text-decoration: underline;\"><strong>beneficio para las empresas que contraten en su primer empleo a personas de entre 18 y 26 a\u00f1os, que el Estado Central asumir\u00e1 los aportes al IESS del empleador<\/strong><\/span>, siempre y cuando el sueldo pagado\u00a0no supere los 2 Salarios B\u00e1sicos Unificados (en caso de el sueldo sea mayor, la diferencia la asumir\u00e1 el empleador) y obligando a que exista una estabilidad m\u00ednima del trabajador joven por 12 meses, salvo que este \u00faltimo haya presentado una solicitud de desahucio o se le haya separado por visto bueno legalmente concedido.<\/p>\n<p>El 17 de agosto de 2016 se public\u00f3 en el Registro Oficial la normativa que reglamenta el trabajo juvenil en Ecuador, la que indica que se considerar\u00e1 como <strong>primer empleo cuando la persona no haya tenido m\u00e1s de 6 meses continuos de relaci\u00f3n de dependencia<\/strong> bajo la figura de jornada completa.<\/p>\n<p>En relaci\u00f3n al n\u00famero de trabajadores j\u00f3venes que se vinculen a las empresas, la normativa indica que habr\u00e1n <strong>m\u00ednimos obligatorios de j\u00f3venes a ser incorporados a las empresas<\/strong> en relaci\u00f3n al n\u00famero de nuevos trabajadores que se contraten\u00a0en cada a\u00f1o fiscal cuando la empresa tenga m\u00e1s de 50 trabajadores.\u00a0Los n\u00fameros m\u00ednimos establecidos en la normativa emitida son:<\/p>\n<blockquote><p>1. <strong>Agricultura y plantaciones<\/strong>: 3 por cada 10<br \/>\n2. <strong>Producci\u00f3n pecuaria<\/strong>: 2 por cada 10<br \/>\n3.<strong> Pesca, acuacultura y maricultura<\/strong>: 3 por cada 10<br \/>\n4. <strong>Minas, canteras y yacimientos<\/strong>: 3 por cada 10<br \/>\n5. <strong>Transformaci\u00f3n de alimentos\u00a0(incluye agroindustria)<\/strong>: 3 por cada 10<br \/>\n6. <strong>Productos industriales,\u00a0farmac\u00e9uticos y qu\u00edmico<\/strong>s: 2 por cada 10<br \/>\n7.<strong> Producci\u00f3n industrial de bebidas\u00a0y tabacos<\/strong>: 2 por cada 10<br \/>\n8. <strong>Metalmec\u00e1nica<\/strong>: 1 por cada 10<br \/>\n9. *Error de redacci\u00f3n en el reglamento se salta el #9.<br \/>\n10. <strong>Productos textiles, cuero y calzado<\/strong>: 2 por cada 10<br \/>\n11. <strong>Veh\u00edculos, automotores, carrocer\u00edas y sus partes<\/strong>: 1 por cada 10<br \/>\n12. <strong>Tecnolog\u00eda: hardware y software (incluye TICS)<\/strong>: 3 por cada 10<br \/>\n13. <strong>Electricidad, gas y agua<\/strong>: 1 por cada 10<br \/>\n14. <strong>Construcci\u00f3n<\/strong>: 2 por cada 10<br \/>\n15. <strong>Comercializaci\u00f3n y venta de productos<\/strong>: 3 por cada 10<br \/>\n16. <strong>Turismo y alimentaci\u00f3n<\/strong>: 3 por cada 10<br \/>\n17. <strong>Transporte, almacenamiento y log\u00edstica<\/strong>: 1 por cada 10<br \/>\n18. <strong>Servicios financieros<\/strong>: 2 por cada 10<br \/>\n19. <strong>Actividades tipo servicios<\/strong>: 3 por cada 10<br \/>\n20. <strong>Ense\u00f1anza<\/strong>: 1 por cada 10<br \/>\n21. <strong>Actividades de salud<\/strong>: 2 por cada 10<br \/>\n22. <strong>Actividades comunitarias<\/strong>: 2 por cada 10<\/p><\/blockquote>\n<p>El n\u00famero de j\u00f3venes a contratar se calcular\u00e1 de manera proporcional en relaci\u00f3n al aumento de contratos que se haya realizado, por ejemplo:\u00a0si Usted es una empresa de tecnolog\u00eda y software (que tiene m\u00e1s de 50 trabajadores) y contrata 4 nuevos empleados, al menos 1 de ellos debe ser joven acorde a lo previamente se\u00f1alado (empresas de tecnolog\u00eda y software deben contratar 3 para cada 10).<\/p>\n<p>Los controles de cumplimiento de esta normativa se realizar\u00e1n despu\u00e9s agosto de 2017. En caso de la empresa obligada a contratar el n\u00famero de j\u00f3venes descrito anteriormente no lo haga, el <strong>Director Regional del Trabajo le podr\u00e1 imponer una multa de hasta US$ 200<\/strong> por cada mes de incumplimiento y por cada trabajador joven que falte para llegar al n\u00famero a que est\u00e1 obligada la empresa.<\/p>\n<p>As\u00ed, podemos ver que el Gobierno no ha planteado un incentivo a la contrataci\u00f3n juvenil, sino que ha planteado una obligaci\u00f3n para los empresarios que en caso de incumplimiento ser\u00e1 sancionada.
